Marina Lovers committee meeting 28th June 2007

A meeting was previously held between the developer, Lynne and Peter. Many issues were raised in a relaxed and open environment. The minutes of the previous meeting were discussed and it was agreed that future minutes of a positive nature will be put on the web.
· Discussion about a code of practice for builders around the marina development. Roadside reserves are being damaged, trucks leave damage and mud. The developer agreed that action was needed however it would be the council that would need to be approached. Letters should be written by individuals to the council. All roads are the responsibility of the council, by putting pen to paper the council are obliged to respond.
· All reserves are at this time at level 3 – no watering – the council are responsible and the marina are contracted to maintain them. It was felt that the residents should take part in more community plantings in the future.
· At the end of the drought plans for the marina include a playing area and bbq near the tennis court. The playground which is currently near Rankine’s is not to be fenced – once the park is fenced liability is accepted and a false sense of security could lead to problems.
· The ‘Yacht Club’ is planned for the end of the year. It is planned to be a multi purpose club – an aquatic club, lease of a café, community room, there will be no boat ramp at the location.
· Noise from holiday homes should be reported to the police and an incident report number taken. Anything after midnight is deemed as antisocial hours for noise. Estate agents and the council will only take notice with incident report numbers.
· Access and swipe cards ideas were taken by the developer to be looked at in the future.
· Speed limit signage – letters are needed to Simon Grenfell at the council. It is believed that extra signage near the lookout on Excelsior Parade would be the best location for extra signs. Speed traps could easily be arranged!
· The bikeway/exercise track was seen by the developer as a good idea after the final stage. The area around the edge of the development is a fire break and during the next stage earth will put here. Tree’s will be planted over the ridge and a high boardwalk is planned over the fish breeding area. The bikeway could then be extended, which could continue to the Murray mouth.
· The raised gravel walkway from the point at Arcadia Ave to the Tavern on top of the bank is identified for a more permanent walkway to join the soon to be completed walkway around the main marina basin. Current thoughts are a 1.2m paved walkway.

Discussion was had about sponsoring a ‘doggy do’ bag holder. There is currently one near Rankine’s, should one be put in the residents area? It was thought that there shouldn’t be a bin with it as this would require waste removal.

Letterhead – The anchor was chosen as the letterhead for the group. A newsletter was discussed however it was deemed to be a lot of hard work and future expense. Maybe an article can be placed in Marina Matters for the time being.

Community shed – The possibility may be discussed when there are more people in the marina.

Mail deliveries – Goolwa post office is a sub branch and deliveries are contracted out. Official requests for deliveries should be made to Australia Post, National Operations. Also if Post Offices boxes are required and problems are arising contact Adelaide. We pay rates and we also have to pay for a PO box.
We should attend a meeting of the Goolwa District Ratepayers and Residents Association Inc. This would be an opportunity to raise issues – such as the delivery of post. The ratepayers meet on the last Friday of each month excluding December at the Church of Christ Hall in Porter Street, Goolwa, commencing 7:30 pm.

Agnes to look into the use of the Brewery, Aquatic Café (upstairs) for a large social event on a Saturday in October, date to be confirmed.

AOB
Swans are being killed on Rankine’s Road HI near the bridge. They are believed to be flying into the power lines and being electrocuted. The council or ETSA should be addressed to put insulators or plastic balls in order to save future swans. The wildlife group could be approached for their assistance.

The recent boating accident was discussed. Concern was raised about lighting on the river, more lights were felt to be needed, with more/brighter lights for the channel entrance required. SA transport and Marina & Harbours should be contacted. Until such time go slowly and look carefully.

Roadside reserves – first 1.2 m is public access and should be kept clear. Residents need permission to plant trees. They need to be 5m from the road edge. Guidelines for the use of the land at the road edge should be put into the marina matters – land is council owned we maintain it. Nothing should park there. Watch out for new guidelines in the next council newsletter available from the council offices.
